Some of the Capabilities and Proliferation Problems of Offensive Microwave Weapons

From the early 1970s to the 1980s, the possibility of offensive microwave weapons, and the problems that their proliferation might cause, were occasionally reported in the mainstream media e.g. [1][2]. From that time onwards, reports became more rare, and the many anecdotal reports by people claiming to have had such weapons tested on them without their consent were routinely dismissed as evidence of mental illness. Countermeasures, such as 'tin foil hats', also became synonymous with paranoia, 'conspiracy theory' and mental incapacity, although the mechanism by which the media moved from its previous apparently unbiased position to this consensus is unclear. Despite the numerous attempts to controvert reports of their existence over the years, some official information has emerged about the proven capabilities of microwave radioweapons, and these capabilities appear to have serious implications for civil liberties and personal freedom. The references below show some of the neurotropic and psychotropic possibilities for microwave radioweapons, which now include the ability to artificially transmit speech directly to the minds of individuals or crowds without the use of sound waves, via the microwave hearing effect [3][4][6] [7].

The response to a US FOIA request to the US Army Intelligence and Security Command on the capabilities of microwave radioweapon technology [3], reports “The energy deposition required to produce [the microwave hearing] effect is so small that it is not considered hazardous experimentation when investigating responses at the just-perceptible levels”.

Arguably, at “just-perceptible levels” the effect of voices appearing to originate within the head of an unwitting subject, imperceptible to those around him, would be more damaging to his mental state than overt communication, and possibly more effective at persuading him to carry out acts that he would normally find reprehensible. Therefore this revelation may indicate that the search for a reliable technique for the production of 'manchurian candidates' is over, and the document also alarmingly reveals: “Humans have been subjected to this phenomenon for many years.” In a suicide letter written in broken English by US Vietnamese immigrant Jiverly Wong, prior to him massacring 13 people and injuring four at the American Civic Association immigration center in Binghamton, New York, on April 3, 2009, he wrote “COP USED 24 HOURS THE TECHNiQUE OF ULTRAMODERN AND CAMERA FOR BURN THE CHEMiCAL IN MY HOUSE. FOR SWiTCH THE CHANNEL Ti.Vi. FOR ADJUST THE FAN. FOR MADE ME UNBREATHBLE. FOR MADE ME VOMiT. FOR CONNECT THE MUSiC INTO MY EAR.”[10][my italics]

The physiological effects Wong describes seem consistent with the capabilities of directed energy radioweapons reported by the US Army Department in [3], suggesting that Wong, and by implication at least some of the other 'shooters' in the US and elsewhere, have been 'radioconditioned', as well as being subjected to community-based harassment (such as gang stalking2) by the authorities and their agents. It therefore seems likely that the provocation of 1 Referred to here as 'radioweapons'. These are radio frequency weapons predominantly utilizing non-ionizing radiation (e.g. microwave or millimetre wave) to induce changes in the minds or bodies of subjects to clandestinely influence or control them. They are not based on radioactive materials, but on electronic systems capable of producing radio frequency emissions similar to those used for communication or cooking, but with power, frequency and modulation designed to achieve the effects reported in the article.

2 'Gang stalking' and other community-based victimization and harassment techniques are exceptionally difficult to prove, as the intent of the military intelligence, vigilante and single-issue groups apparently responsible is to apparently random massacres, perhaps to facilitate social control or legislative abuses etc., may be achieved through inculcation of critical mental states in selected patsies, by maintaining them in prolonged periods of unstable mental equilibrium with radioweapons and other psychological pressure, prior to them being exposed to some 'trigger' phenomenon to cause them to 'detonate'. Since the microwave voice-to-skull hearing effect can be obtained without exposing subjects to hazardous levels of radiation, clandestine conditioning of this type may be carried out against unwitting subjects indefinitely, until the desired state of mind – or action – is achieved. This revelation is new, and controverts the belief that the microwave hearing effect cannot be used for extended periods due to the possibility of thermal tissue damage.

Clandestine operant conditioning can also be carried out on unaware subjects, by administering painful stings, burns or aches to them to reinforce or extinguish behaviours in accordance with the weapon operator's wishes or orders [6]. This can be done so as to cause no lasting physical effects or marks, since the onset of tissue damage occurs at higher powers and exposure times than are necessary for radiation to be felt by subjects [5][11], and is thus completely deniable.

As with the microwave hearing effect, the effectiveness of operant conditioning with radioweapons might be reinforced by subliminal use. In this case, the subject would learn aversive behaviours subconsciously, without ever realizing that the pain he feels originates outside his body, or that it is intelligently guided – as would also be the case with an animal test subject.

Sophisticated 'information processing' attacks are also possible [8] where microwave radioweapons may be used to change a subject's mood by disruption of neural control [3] to make them receptive to ideas simultaneously presented to them, either in their environment, or subliminally through voice-to-skull weapons.

More recently, several reports of successful research using 'transcranial magnetic stimulation' (TCMS) have emerged, which show that trains of magnetic pulses can be used to very selectively inhibit brain functions including speech, reading ability [15][18], and also abstract cognition such as moral sensibility [16][17]. There is also evidence that TSCM can be used to enhance or inhibit memory recall [14][18]. Given the demonstrable successes of other work with neurotropic and psychotropic radioweapons, it seems likely that the effects of TCMS delivered by equipment near to the head could be mimicked by collimated beams of microwave or millimetre wave radiation accurately targeted at the same functional areas of the brain, and many anecdotal reports from radioweapons experimentation victims would seem to confirm this.

Objects in the environment can be made to respond to microwave bursts with audible clicks (sonic transduction), even when the structures placed in the beam are very small [4]. This effect can be synchronized with information cues in the environment (eg. from a television broadcast), or to a subject's behaviours, which may cause him to repeat the behaviour to test whether the effect is correlated, and/or to preferentially notice and remember the simultaneously presented information. If the weapon operator chooses, he may thereby use this as a clandestine communication channel with a subject.

Since the communication channels discussed here are completely deniable, they may be used as part of a brainwashing programme in which incriminating information is presented to a subject, knowledge of which could then be taken as evidence of guilt or complicity in imaginary crimes by prosecuting authorities at a subsequent show trial [9]3. maintain deniability above all other considerations. However, a single Google search for the term will reveal that it is an extremely contentious matter, with loud voices on either side, from those who claim to be victims and those who deny that it exists. One must question, though, what interest somebody could have in vigorously denying the existence of gang stalking and related activities, and why the psychological techniques that victims report have been used on them are so often clearly workable.

This unique capability of radioweapons, and their ability to interact with subjects leaving no visible marks, may explain why their use has been so easy to deny and controvert by the authorities and their agencies. Whilst this article is concerned primarily with the nonlethal effects of radioweapons, it is clear from the literature that they are also quite capable of silent and deniable lethal action, and that this is certainly known to defence industry analysts and the developers of the technology [3][12]. Conclusion

The output of radioweapons is not visible to the eye or possible to record without expensive equipment and expertise, therefore such weapons gain full advantage by being kept as secret as possible. This would seem to necessitate a certain amount of secret 'live testing' on people to develop technical and operational experience in cases where it is impossible to do so ethically. Such testing may easily be carried out on unwitting members of the public, and the imperative to do so may be explained by what could be termed the 'greater psychopath' principle: If a given state chooses to ignore the possibilities afforded by the development of radioweapons, more dangerous and hostile rivals may put that state at a disadvantage by developing the weapons themselves. The moral philosophy necessary for the authorities to accept and encourage the use of clandestine radioweapons and other conditioning techniques on unconsenting people seems to be well developed, although a thorough treatment is beyond the scope of this article. Harvard philosopher John Rawls, for example, in his Theory of Justice (1971), argued that since people do not acquire their natural talents through moral merit, these talents stand at the disposition of “society” [13]. Presumably, therefore, “society” is at liberty to liquidate the talents of people it decides are morally unworthy of them – with radioweapons if it chooses.

There is now a significant amount of anecdotal evidence to suggest that offensive microwave weapons are being tested on large numbers of people without their consent in many countries, and that wherever people have reported such experiments to the authorities, the normal official response has been denial, psychiatric referral and ridicule.5

The suggestion that large numbers of countries are conspiring to hide these weapons tests from their citizens might be met with scepticism. However, if they are – as much evidence suggests – it is more likely to be the result of an informal international convention caused by an uneasy equilibrium between the nations concerned, rather than a centrally-managed conspiracy, which would probably be very difficult to maintain on such a scale.

The equilibrium might emerge as the result of several nations acting on the recognition that they need to develop radioweapons, based on the 'greater psychopath' dilemma: be released in relation to the Baha Mousa torture inquiry. The excerpt distinguishes and describes brainwashing, indoctrination, interrogation and tactical questioning, although it is concerned primarily with interrogation methods. Revealingly, it does not express or imply that the use of brainwashing “for the purpose of rendering a subject docile and willing to confess to imaginary crimes at a public trial” is prohibited.

4 Though of course the morality of the officials society chooses to do its work – particularly those who are likely to want radioweapons – may be expected sometimes to conform more to their own interests than to those of the majority. Corrupt officials will probably act in the interests of the public only insofar as they coincide with their own, and in proportion to the level of public scrutiny they experience. It is likely that the many secret and deniable capabilities of radioweapons will place an intolerable burden of trust on some officials.

5 A Google search for 'offensive microwave weapons' typically shows far more results from activist websites and individuals who claim to be experiencing and/or are campaigning against secret radioweapons testing, than from officials sources.

• States without radioweapons are vulnerable to subversion by states which have them, therefore they are unlikely to try to expose other states' secret radioweapons programmes.

• Given the increased advantage of secretly-operated radioweapons, any nation which chose to develop its weapons programme in public would be vulnerable to those that maintained secrecy (internal pressure). Also, states that maintained secret programmes would not want to see their investment and capabilities weakened by disclosure (external pressure). Therefore, all participant nations must be incentivised to conduct their programmes secretly.

• It is very unlikely that any state with a secret radioweapons programme would attempt to expose it later, since its government would probably not survive the scandal, and the state agencies responsible would likely face crippling compensation claims from testing victims (internal pressure). Also, others with secret programmes would try to prevent disclosure, again because they would not want their own investment and capabilities undermined (external pressure).

From this logic, it appears that the realization that radioweapons technology can exist creates an imperative for states to adopt it, and the advantage obtained by operating the weapons secretly must force all states to do likewise, necessitating secret testing programs wherever the weapons are developed. Also, with or without the weapons, states that choose to expose the technology place themselves at risk from others which have them. Therefore pressure is created for the secret proliferation of these weapons, and hence the widespread secret testing programmes that the anecdotal evidence suggests.

A weapon which can convince a person that he is insane, or convince others that he is, that can also clandestinely alter his behaviour, or even kill him silently and secretly – possibly in a room locked by him from the inside – is one that confers immense power on its holders, and would appear to have the potential to destroy all personal liberty. Yet it appears that such weapons now exist, and it is difficult to see how this Pandora's box, now opened, can ever be closed.
